UPDATE: Minnesota Urban Agriculture Bill (HF 3324)

A bill for an act relating to agriculture, establishing an urban agriculture development pilot program and appropriating money.
How will this affect me?
If passed, this bill would allow you, non-profit organizations, cooperatives, your city, or other members of your community to apply for grants that would help build or support a farm within your city limits. This bill might lead to more farmers markets, or fresh foods at corner stores. It might help you or your neighbors eat healthy, locally grown, fresh produce, and might even lead to reduced crime, higher employment, and healthier families. Urban farming won’t solve every problem, but it certainly would make for happier, healthier communities.

Untitled design

History of the Bill

In 2014, State Representative Karen Clark, who represents the Phillips neighborhood, was approached by members of the Council on Black Minnesotans (now called the Council for Minnesotans of African Heritage) about authoring a bill to fund urban agriculture. This bill was introduced in the 2015 legislative session, and the result was a set of listening sessions by State staff and elected officials aiming to answer the question: What is urban agriculture? The resulting report is available at this link

In 2016, the bill was reviewed in a series of community feedback sessions and reintroduced with a broader scope.

Purpose of the Bill

The Urban Agriculture Development Pilot Program Bill (HF 3324) will designate $20,000,000 in funding for innovative urban agriculture projects, with specific funds designated for communities of color and underserved communities. The new policy gives recommendations for expanding land access, funds for growing opportunities, incentives for local government support of urban agriculture, and reduction of regulatory barriers for sustainable community food production, including community gardens and urban farms. Under the bill, persons, organizations, cities, or Native American Tribes who apply for grants would be awarded based on criteria including creating living-wage jobs, involving youth, reducing waste, and promoting racial equity. $10,000,000 would be reserved to serve, engage, and benefit communities of color and Native American tribal communities.

Thank you to everyone who gave feedback on the bill with Representative Clark. All of the revisions were included!

We Increased The Visibility Of Our Market

We celebrated some media coverage this past season as we pressed to get our message out about the important work of the West Broadway Farmers Market. We celebrated our strong partnerships we have worked to leverage to enhance Federal investments to North Minneapolis around healthy food access.

Food Policy Networks Announces Photo Contest Winners
The Johns Hopkins Center for a Livable Future (CLF) Food Policy Networks (FPN) project is pleased to announce the winners of our first annual food policy photo contest. The photo demonstrating food policy in action won 2nd place! DeVon Nolen, West Broadway Business and Area Coalition – WBFM Manager and member of the Homegrown Minneapolis Food Council took the winning photo on the first market day of the 2015 season.

West Broadway Farmers Market Celebrates Five Years of Success – CPED Newsletter
With goals to grow social capital, public space in North Minneapolis, and local food businesses, the West Broadway Business and Area Coalition (WBC) began the West Broadway Farmers Market (WBFM) five years ago as a strategy to increase access to healthy food options, increase neighborhood vitality, and support the local food economy.

Northside Nutrition
Health is tied to geography, and in Minnesota children born in neighborhoods with the highest concentrations of poverty — like those in north Minneapolis — are expected to live 6.6 years less than children born in affluent neighborhoods.

Interview: Minnesota’s ‘Appetite For Change’ Gets Big BoostWe are excited to partner with AFC on the Northside Fresh Community Foods Project.

A local grassroots organization just got a big boost. Appetite for Change was awarded more than a quarter million dollars in grant money from the USDA. The group has a mission of giving people access to good food no matter where they live or how much money people have.

How to Create the Perfect Public Food Market

“As any regular farmers’ market visitor knows, a good market is about more than buying food—it’s about striking up conversations, exchanging information, feeling part of a community and actively contributing to it. Along with subways and buses, a public food market is one of the only places left for people of different economic classes to encounter one another, and even … strike up a conversation.”

The WBFM is looking for sponsors for the 2016 season!
